The inspector's footing visit sets the frame week. Boards come after that, not before the holes are signed off. Railing style and a spouse's color choice are the usual holdup after the structure is agreed.
Do not skip the wait
Do not screw new boards onto joists that are already soft. Footings and the ledger are the structure. A resurface over a soft frame is the cheaper bid and the wrong one.
