What is still included

milling the failed asphalt and a new surface at the depth we marked. Depth and the mill are the job. A thin overlay is a different, shorter-lived bid.

What would change the number

The price changes only if the job changes. regrading the yard for drainage, and a concrete apron is not in this bid. Asphalt plants and temperature decide the week. An overlay on a base that has failed will look cheaper and fail again.
