What sets the date
Mortar does not cure in a freeze. If the wall is wet now, say what can be done before winter and what should wait. A partner who has not stood at the wall often thinks tuckpointing and rebuilding are the same price.
Do not skip the wait
Do not smear new mortar over failed joints and call it repointing. The cost is the height, the scaffold, and how much joint has to come out. A low bid often skips the grind.
